Step 1: Attorney Login

Create an online account to authenticate attorney status with the State.

Step 2: Secure Upload

Confidentially upload documents to individual clients through the cloud-based portal. 

Step 3: Client Access

Incarcerated clients will access the securely uploaded documents through the online portal.

What are password requirements for this site?
To meet the password requirements, the password must include: 
  • At least 8 characters in length 
  • At least one uppercase letter (A,B,C,etc.) 
  • At least one lowercase letter (a,b,c,etc.) 
  • At least one special character ( !,@,#,%,etc.) 
  • At least one number (1,2,3,etc.) 
How long does it take for my account to be approved?

If you have not received an email with a decision regarding your account after 5 business days, please contact ElectronicAttorneyClientMail@doc.mo.gov at the Missouri Department of Corrections. 

How long is a document available for an offender to view?

Each document is available for 30 days at which time it is deleted and  the individual who uploaded the document will receive an email. The individual will also receive an email after 15 days, if the document has not been viewed by the client.

What is the security of the Secure.Li website?
Secure.Li is a Filebound site that meets recognized security standards. All documents are encrypted both at rest and during transfer. FileBound provides full auditing capabilities, including tracking IP addresses, document views, uploads, and access history.
Who can register for an account?

Any licensed attorney or their authorized representative can submit a request for an account. An authorized representative can be a paralegal or non-lawyer investigative personnel designated by the attorney.

How to disable authorized representative accounts?

Attorneys are responsible for notifying Secure.Li when an authorized representative’s account needs to be inactivated.

Who do I contact if I am having issues with registering an account, uploading documents, or other issues with the Secure.Li website?

You will need to submit a support ticket on the Secure.Li website as the Missouri Department of Corrections does not have access. You can also refer to the Missouri Department of Corrections website at www.doc.mo.gov.

What do I do if my request for an account was denied?
You will receive an email providing the reason for denial. You can correct any errors by re-registering at Secure.li website or if you disagree with the reason, you can contact the Missouri Department of Corrections by email at ElectronicAttorneyClientMail@doc.mo.gov.

Uploading Documents

How do I know if my documents were successfully uploaded to Secure.li?

If your documents were successfully uploaded to Secure.li, you will receive an email confirmation following the upload. 

How do I know if I’m sending my document to the correct client?

When uploading documents, you must provide your client's DOC ID. Once provided, Secure.li will auto-populate the client's name and location into the correct fields for your verification before the document is uploaded. 

What document formats can be uploaded and sent to a client?

PDFs are the only accepted document format. 

Can I upload more than one document at a time for a respective client?

Yes, when uploading documents, select the first document by left-clicking the file, then hold the control key (Ctrl) down and select additional documents as needed. 

My document was deleted and I received a notice that the document was never read. How can I resend the document?

You will need to reupload the document and notify the client you have  sent them a document(s). Documents will be automatically deleted after 30 days regardless if the document has been viewed or not.

Are there any limits to the file size?

The maximum file size that can be uploaded at one time is 100MB however attorneys can do multiple uploads. Attorneys can upload multiple PDF documents during one upload but overall the size still needs to be less than 100MB. Based on internet connectivity speeds, larger files may take longer to upload.

Can I access or delete my document once it is uploaded?

No. If you have any issues with uploaded documents, you will need to submit a support ticket on the Secure.Li website as the Missouri Department of Corrections does not have access.
